It's strange. Mine also was badly adjusted when new. It enlightened the top of trees on the border of the road.
What do they think at the factory?
I discovered that the headlight adjustment on my19 is even more uncomfortable than it was on my15 :013:

So can the low beam and high beam be adjusted independently? I think the lights are horrible. The high are barely slightly above the low beams on y 2019 versus 2000

As far as I can understand high and low beam cannot be adjusted independently.
It seems to me that standard MY19 lights are good when adjusted properly. Not the best, but good. With SE model cornering lights the lighting is superb for a motorcycle, even in the darkest night.
If you think they're horrible it means that you have never seen those of the MY15  :039:

Not quite correct
There is a vertical and horizontal adjuster for each beam, as per the online owners manuals :031:

...mmm...MY15 has high beam on one side and low beam on the other; MY19 conversely has both high and low beam on each side, so...

I understand the bolts labeled A control the vertical positioning, but the left bolt control the high and low beam on the left side and the right does the same for the right side. They can not be adjusted independently.  When I light up the road property the high beams are worthless. When I get my high beams where i want them, the illumination of the road is poor.  The kawasaki fog lights make a huge improvement but still not great. This is a huge disappointment. My 2014 bonneville does a better job.

Actually, I think i've never used high beams, if not for "pass" function.
Low beams with fog and cornering lights are more than enough for me.

I have a sneaky suspicion that the centre stand is in play when “they” set the beam in the workshop.

Bolt on a 20 stone middle aged Yorkshire bloke, and you can send signals to Saturn, I’ve found. Never got a response though?

I have a nice black garage door to aim at so might have a look at mine before Autumn arrives.
